“Finding Solutions to Closing the Achievement Gap”
District Advisory Committee (DAC) Meeting 6:30 – 8:00 p.m. Serna Center Community Room January 13, 2009 DAC Agenda
Attached is the DAC agenda for next week.
The meeting will be held Tuesday, January 13, 2009 at 6:30 at the Serna Center. Among the highlights of the meeting will be a presentation by guest speaker, Sharon Chandler, (author of the book, "Say Yes to College") on what School Site Councils can do to provide parents with proven methods to raise college-bound kids. Some of the points Mrs. Chandler will share with participants include the importance of insisting on excellence, raising a lifelong learner, and knowing how to partner with schools. Remember dinner and day care is provided. I have attached her flyer and the back of her book for detailed info.
ConApp Training
There is another opportunity to learn about the Consolidation Application also known as the ConApp. This application process distributes the Title I funding for each school. The State and Federal Programs coordinators will provide training on how the formula is applied, how the funds are allocated to each school, and what the district keep as overhead. The workshop is scheduled for Monday, January 12, 2009 from 5:30 to 6:30 in the Kentucky Room. The room capacity is for about 20 people.
School Consolidation Survey
The District Advisory Committee (DAC) is offering to everyone an opportunity to participate in a School Consolidation Survey to gather everyone's opinion about possible school closure. The DAC Executive Board will share the data collected to the SCUSD Governing Board of Education. Please voice your opinion and responses to this survey: http://sacdac.org/default.aspx.

DAC is recruiting anyone who is interested in sharing news about your SSC for the DAC Sac website? Currently our past Vice President, Mike Simpson, has been has been supplying most of the content but we would love to hear from you and your learning community. MINUTES December 12, 2007
Call to Order Darlene Anderson, DAC Chairperson, called the meeting to order at 6:30 pm. She welcomed and thanked School Site Council (SSC) representatives for coming.
Roll Call Wanda Yanez, Executive Secretary, called roll. The following schools/departments were represented: A.M. Winn (Cynthia Schafer), Caroline Wenzel (Dale Fong), Clayton B. Minutes Annette Thompson (Pacific) motioned the approval of the minutes dated 10/9/07 and Ramon Torres (Rosa Parks) seconded the motion. The minutes were approved by majority vote.
Old Business There was no old business.
Agenda Review Mike Simpson, Vice Chairperson, reviewed the agenda. Linda Lindauer from Marian Anderson moved to approve the agenda. April Kennedy from Nicolas seconded the motion. Motion carried by majority vote.
New Business Clarification of DAC Mission and New Direction: Darlene Anderson, DAC Chairperson, thanked Lisa Pilaski and Wanda Shironaka coordinators of State and Federal Programs for their assistance to DAC for the past year. DAC has transferred under Office of Parent Support. This change will merge the parent engagement component of DAC with the department that is responsible for this mission.
The DAC mission is to help close the achievement gap, advise the District on the effective use of Title I funding, and research and review data. The DAC goals are to determine the following: 1. What areas are the children failing, 2. How Title I expenditures are use to improve performance, 3. Evaluate the effectiveness of the program and 4. What can be done to improve strategies?
DAC will dialogue and work with administrators to review the data.
The next DAC meeting, Geni Brewer, Director of California Parent Resource Center (PRC) will demonstrate how to analyze and interpret student assessment data and the STAR. DAC will dedicate thirty percent (30%) of future monthly meetings to data analysis, solutions, and strategies to improve the academic performance.
The District Parent Engagement Policy when before the Board of Education on 12/6/07 and will be voted on 12/20/07 Board’s meeting. All are encouraged to the meeting to show support. After the Parent Engagement Policy passage, DAC will proceed with meeting the parent engagement goals and objectives.
It Takes A Parent: Appleseed’s Executive Summary Report on No Child Left Behind: The Office of Parent Support, Director Manuel Guillot shared the Appleseed’s Executive Summary of No Child Left Behind. Appleseed makes the following recommendations: • Quality of Information: States, district and school must provide meaningful, understandable and timely information to parents regarding key school and student performance data. • Proactive, Targeted Engagement Strategies: States, districts and schools must pursue multiple, proactive strategies for communication with and engaging parents—particularly parents who are low-income or whose first language is not English. • Community Support: District and schools should leverage their own limited resources by engaging community organizations. • Professional Development: Federal, state, and district officials need to prioritize and fund more comprehensive professional development for teachers and administrators, with special emphasis on challenges of culture and language. • Better Implementation and Stronger Accountability: Federal, state and local policy makers and educators should recognize parental involvement as central to school improvement and place parental involvement strategies on par with other steps taken to improve student achievement.
Members expressed concern that the children are unaware of the importance of the information or flyers distributed by their teacher. It is not passed on timely to the parents if not at all.
Establishment of New DAC Sub-Committees: Mike Simpson, DAC Vice President, brings to vote the proposed set of sub-committees to conduct out work. These committees will each develop a work plan for DAC members to review and vote on this coming year. DAC board will review the bylaws and address if non-SSC members can participate in the subcommittee.
The following committees to establish are as follows: • New membership and Social Committee • Legislative Update Committee • Bylaw Committee • Data & Fiscal Analysis Committee
Wanda Yanez, Executive Secretary, motion to approve the creation of the committees and Ramon Torres from Rosa Parks seconded the motion. Motion carried and passed by majority vote.
Public Comment There was no public comment.
Announcements April Kennedy from Nicolas announce that they her school is publishing a cook book that will be professionally printed. This is for fundraising purpose. She requested that anyone can submit recipes to her by email. Type “Recipe” under subject heading. Her email is:
Adjournment Wanda Yanez made a motion to adjourn the meeting. Motion carried by majority vote and meeting adjourned at 7:50 p.m.
