Race to the Top Memorandum of Understanding
SCUSD joins other CA Districts to win a portion of 700 million prize

How to Participate

For Round 2, California has formed a working group of six district superintendents who will work with consultants to craft the best Memorandum of Understanding (MOU) possible. The six districts are: Los Angeles Unified School District (USD), San Francisco USD, Long Beach USD, Fresno USD, Clovis USD, and Sanger USD. Together, they represent more than 1 million students in California.

All LEAs in California are eligible to participate in Round 2 of Race to the Top (RTTT). If your district is interested in committing to sign on to the MOU, we suggest contacting one of the six districts to discuss your support. We are looking for a full commitment to implement reform from all districts that sign the MOU. Other feedback is always welcome at info@caracetothetop.org.

LEA Participation

If your LEA would like to participate in California's Race to the Top, you will need to submit the official MOU, signed by as many respective parties as possible, as a PDF by e-mail to mou@ose.ca.gov. Download the MOU for LEAs.

Stakeholder Participation

California’s application for Race to the Top will gain more points in the federal scoring system if it has significant support from individuals, education, business, community, civil rights, and other organizations. If you are interested in helping California succeed in this unprecedented effort, you are encouraged to submit a letter of support (draft attached below). The State envisions varying types of support from California’s stakeholder organizations that may include the following:

  1. General support for California’s efforts for Race to the Top. If your organization would like to help support the State’s efforts to be awarded these funds, please download the draft letter of support, sign, convert the letter to PDF, and e-mail the letter to support@ose.ca.gov by May 25, 2010.
  2. Providing in-kind support or resources and partnership with the State and or specific LEA on Race to the Top. If your organization is interested in a partnership with the State and or specific LEA, and willing to sign an Memorandum of Understanding (MOU) outlining how you intend to partner with the State and LEAs, please send a request by e-mail toinfo@caracetothetop.org by May 20, 2010, and you will be contacted directly to develop the parameters of an MOU. Please e-mail signed letters and any attached documentation to mou@ose.ca.gov.
These letters will be used to document statewide support for California’s application for Race to the Top funds. If you have questions, please send them to info@caracetothetop.org.
