               A Changing of the Guard: On Tuesday, the District Advisory Committee elected its new officers for the 2010-12 term. The newly elected officers are: Maria De Lourdez-Price, President; Kionne M. Cochran, Vice President for Family Engagement; and Nancy Garcia, Vice President for Membership. The position for Secretary remains vacant. Superintendent Raymond congratulated the outgoing officers for their leadership and hard work. In addition, recognition awards were presented to the outgoing 2008-2010 officers: Wanda Yanez, Joe Sison, John Gross and Sara Bisler. Once again, I’d like to thank our community for its help with our schools.

Dear District Advisory Committee Members and Interested Parties:

 

This is our last meeting for this school year. We have officer elections, bylaw revision vote and Superintendent Raymond has our guest speaker to discuss his strategic plan and future plans.

DAC Officer Election:

If anyone is still interested in running for the DAC Board, you still have that opportunity as a write-in. Please read the election rules, each school gets one vote. Two changes to the elections noted below. Please note a quorum shall be a minimum of one-third Representatives in attendance providing the majority are parents.

1. Candidates must be present on date of election. Write-ins may be nominated at this time. (added)

4. DAC representatives from each school, district department, public organization or community agency will receive one paper ballot per represented group. (Change from “DAC representatives who are recorded on this year’s attendance signups and present will receive one paper ballot per represented group.”)

Bylaw Revision:

The attachment for the bylaws contains the following edits to the May 11 presentation. These changes were suggested by members and the legal review and help with clarity. They have been reviewed by the Executive Board and do not represent substantive changes. It is proposed that suggestions for substantive change to either the revised or certified bylaws be addressed by the amendment process next year.

Article II (Purpose) "Board of Trustees" is changed to "Board of Education".

Article III, Section B, 2 (Members) has "Members may not vote." added.

Article IV, Section G, 1 (Officers, President) is reworded to read: "The president shall serve on the Bylaws Committee." with the "and" deleted.

Article V, Section B (Conference Items) is reworded to change "conference" to "discussion" and has "to allow further discussion by SSCs as desired" added to the first sentence. An “s” is deleted from “meetings”.

Article IX (Amendments) has “of authority” deleted.

DAC Membership and Interested Parties:

The District Advisory Committee (DAC) is encouraging School Site Council (SSC) members, parents with children enrolled in Title I schools or community members to run for leadership positions on the DAC Executive Board.  The Election will be held during the next DAC General Meeting scheduled for Tuesday, June 8, 2010 at 6:30- 8:00 p.m.  at the Serna Center's Community Rooms

Please help us inform your school community about this important opportunity to serve our students. Interested candidates can run for any of the four available positions: (1) Chair/President, (2) Vice-Chair/Family Engagement VP, (3) Parliamentarian/Membership VP, (4) Secretary/Analysis.  The positions are for the 2010-2012 term.  

Attached you will find information on becoming a candidate and candidates forms.  All candidate forms are due at the Office of Parent and Community Engagement by June 1, 2010. If you have any questions, please call me at 654-7729. Depending on the bylaw vote on June 8th, the position names and responsibilities will differ. Guest Speaker: Janell Kubinec, Understanding Categorical Programs

This month we have a powerful speaker, Janell Kubinec, Associate Vice President of School Services of California. She will provide an overview of current issues regarding California's funding of school districts, the management of state and federal categorical funds and the strategic use of these funding resources to maximize student achievement outcomes. Members from other school districts are welcomed.

Revised Bylaws

The bylaw convention was a success. They completed the revisions of the bylaws. They are attached for your review. We are very limited in time in this month’s meeting due to our guest speaker. 

DAC Election

As DAC chair, I have been announcing for the last 3 months that the current DAC board officers will not be running for election next year. We have been actively recruiting DAC membership to consider being candidates.  The current board would like to have the election in June 2010 to allow the new board to organize during the summer months. They will have the opportunity to develop their goals and timeline, instead of inheriting the old board’s agenda.  We are asking the DAC membership to vote for a June election instead of a November election. Current DAC officers will complete their term by June 30, 2010; therefore there is a need to have elections. Attached is the Bylaw Committee Election process.  Is there anyone else interested in running, please let me know.
